Equality in Belarus: Opportunity to Participate in the Presentation and Discussion of the Concept for Combating Discrimination

As part of the "Week for Equality and Inclusion", initiated by the human rights organization Human Constanta, a series of events will take place that may be interesting and beneficial for attorneys and human rights advocates addressing discrimination, as well as for anyone interested in the topic of equality. Presentation of the Concept of a System of Measures to Combat Discrimination and Ensure Equality in Belarus and the Concept of the Equality Law — Speaker Ekaterina Deykalo

For whom: specialists working with vulnerable groups; those working on discrimination issues; those working on public administration issues; experts working on reforms; lawyers; journalists.

About: The concept was developed as part of the implementation of the Action Plan for 2023, adopted by the Council of Europe's Contact Group on Belarus, with the participation of Belarusian civil society organizations and experts from the Council of Europe under the overall coordination of the Belarusian Helsinki Committee. The concept is intended to be part of a comprehensive legal reform in democratic Belarus and to serve as a basis for further development of ideas and approaches to building an equal and inclusive society, developing further steps in this direction, and promoting the principles of equality and non-discrimination in Belarusian society. It may serve as a pretext and basis for constructive public discussion and promotion of ideas of equality and non-discrimination in Belarusian society.

About: The round table is part of a series of events dedicated to presenting the Concept of a System of Measures to Combat Discrimination and Ensure Equality in Belarus. The round table is organized by the Legal Discussion Club in collaboration with the Belarusian Helsinki Committee as part of the “Week for Equality and Inclusion”. The concept envisages the creation of a special anti-discrimination body aimed at combating discrimination and assisting individuals subjected to it. We believe that questions related to the creation, functioning, powers, and competence of such a body deserve separate discussion, including taking into account the experience of countries that have gone through a similar path.

Event agenda:

  1. The proposed model of operation of the anti-discrimination body in the Concept.
  2. Experience of the Council for Equality as an anti-discrimination body.
  3. What an anti-discrimination body should be like:

a) What such a body should deal with

b) Advisory / decision-making role

c) Overcoming fears of the emergence of a new inquisition

d) Ensuring its independence
